i could really use some help

the copy of 2013 i bought does not have english as a language...everything is in russian...iive been able to glean some things, but most i cant...tell me, what does it mean when something has a small flashing house icon (of varying colors) on it?? ok, ive figured out it is an abandoned building, now what about the icon of a bulldozer or of some people????  and what about a "thought" or "speech" bubble with an icon in it, sitting on top of a building...ive seen some of those too...also, ive noticed that my school attendance drops to zero, is that due to it being a "school closed" time period?? and these bars that appear when i use the data map?? if i think of anything more, ill post my questions here

I think there is an option for language in Origin.

Figures you have to uninstall the game to change the language... but the plus side is all the city data goes to their servers so no progress is lost...

    Please note: If you purchased the Russian, Polish or Hungarian version of the game, you will not be able to install the game in English. If you would like to play the game in English, you will need to purchase the English game version from Origin or other online retailers....quoted from your link,  i have the english language pack, but it doesnt work

    Guess those tips didn't help you =\ But anyways, here's what I know:

    Speech bubbles are just things your sims say. They may praise you for things your doing right, or complain about things your doing wrong. They don't do anything themselves, but green bubbles are good, red are bad, and yellow-orange are kinda middle ones. The icon of the bubble refers to what there talking about. I'll list a few icon meanings but imo you should try to get an english version of the game because there is a lot of details that you will be missing. Knowing what an abandoned building is doesn;t help if you don;t know why it was abandoned.

     

    Lightning Bolt: Power

    Water Faucet: Water

    Sewage Pipe: Sewage

    Roman Pillars: Government, like City Hall

    Trash Can: Trash

    Fire Hat: Fire

    Medical Sign: Health

    Police Badge: Police

    Book and Pen: Education

    Bus and Bus Stop: Transportation

    Tree: Parks and Recreation

     

    Other Signs

     

    Red Bulldozer: Rubble. You should bulldoze this

    Yellow House with X: Abandoned Building. You should bulldoze this.

    Red Lightning Bolt: No Power

    Red Water Faucet: No Water

    Red Flame: Building on fire

    Green Fire Extinguisher: Building was on fire, but was saved.

    Orange Face: Sick Sim

    Red Bandaged Man: Injured Sim

    Red Skull: Dead Sim

    Smiley Faces: Come in varying colors, green to red. Show Sim happiness.

    Yellow Smokestack and Smoke: Air Pollution

    Brown Puddle: Ground Pollution

    Red Head with Glasses: Criminal

    Green Handcuffs: Criminal stopped at a crime in progress.

    Yellow Hand and Crowbar: Shoplifting in progress.

    Red Flame and Match: Arson in progress.

    *note: there are more types of crime but there less common if your police force is anything but non-existant.

     

    I would imagine these are the basics, but again, you really should get a language you can read, as the info panels give you so much info to help your city but only if you know what its saying xD

    I laughed a bit because I don't think I have ever seen a green fire extinguisher!

    The yellow house means an abandoned building which you should bulldoze if it is not marked as 'For Sale'.

    The red bulldozer means rubble because of a fire, crime or such.

    The people marked in yellow means homeless people.
