i need some general info

the copy of 2013 i bought does not have english as a language...everything is in russian...iive been able to glean some things, but most i cant...tell me, what does it mean when something has a small flashing house icon (of varying colors) on it?? is that an abandoned building?? and what about a "thought" bubble with an icon in it...ive seen some of those too...also, ive noticed that my school attendance drops to zero, is that due to it being a "school closed" time period?? and these bars that appear when i use the data map?? if i think of anything more, ill post my questions here
