potential lock on disasters by putting your city in a none event disaster,

may allow one disater at the start and will prevent the manual triggering of disaters.

 

i've had no disaters with this but then i may have just been lucky.. i can not trigger my own though and my nuc plant powering my city in a 100% educationless region without a hint of unskilled worker complaint from it yet. rollover says its worker skill level is safe, radiation level 0. my education is 100% empty. and the power plant has a 0 tech level bar

I've had one city and in 2 years I had 8+ disasters hit.
