Not all power is showing as available

I have a city with a gas power plant that is putting out 600MW. Another city is buying 211MW but needs more. The total power used does not equal the power generated and the excess is not showing up as available.

Have not tested with the latest patches but earlier the power you export to other cities gets diveded between all cities in your region (even the ones not played/started). So if you only want to send power to one city then youre only gonna be able to send a fraction of available power to that city. Seemed to work the same way with garbage etc to.

Yes, Chrille is right, there's a few threads on this. Power output is divided equally amongst all established cities in the region, even if none of the other cities need it. Although, I don't believe un-started cities count towards that. If you have 2 cities, one produces say 100Mw, then the host could take all 100Mw, or give only up to 50Mw to the second city and keep 50Mw for itself. If you start a third city, then they each get 33.3Mw and so on. It is a HUGE flaw in my opinion and if it was intentionally set up this way, I truly hope they change this in the next patch.
