Underground roads/underpasses

How do you make roads, avenues etc go underground in SC4 DE?

 

I have the beginning part for the road to go under, but how do I expand the road under ground for a longer road and more space on the ground to build over?

If you're talking about the NAM underground roads, then hit the TAB key until you get to "Underground Network Under x " (things you can go under include blank terrain and most other road/rail/transit networks).  Keep in mind that you can't zone or build any parks/lots over underground roads.

 

The alternative is to use the default game tunnels.  You can build anything overtop of those.
