Processors driving me nuts! (Tech)

Ok so I have a uni city.  I spent a while trying to get traffic sorted so all the students would get educated and failed but this pushed my industry up to high tech.  I then ploped a recycle plant and then tried to build a processor plant.

 

However, I can't build a processor plant because my tech is too good in my industries!

 

So I turned the uni off and reduced most of my industry to low tech.  I then turned the uni back on.  Happily I see 3 out of the six low tech buildings go to medium tech, then 2 more low tech start to rebuild.  I go to build my proc plant just to find two of my medium tech industries had gone up to high tech.

 

It is really annoying, and ridiculous,  that high tech industries do not count!  

 

Any advice on how to industry to medium tech all at once?  Should I turn off the uni, restart the industry and wait till they are all low tech, profitable and ready to increase density and then turn the uni on?

 

This will totaly mess with my population who are mostly medium and high wealth.. :(

 

OR should I set up a highschool and community college?  Will they get me to tech level 2 but not 3?

Yes, this is a very annoying game mechanic that EA/MAXIS has yet to work out.  To build tech level to only medium tech, place a COMMUNITY COLLEGE.  The University raises the tech level way too fast.  Yes it will cut down on your university students, but only open your community college to get the tech level built.  Once medium tech is established, close the community college or delete it for space.  Hope that helps!

    Just went through that problem too.   Turned off any secondary schools.  Had to rezone industry and let a bunch of low tech buildings build up.   Ran with them for a day or so at low tech.   Fired up the university and waited for the buildings to tech up.    Pain in the but.

     

    I had to rezone my industry buildings in a different area for even with the university turned off, when I demolished the industry buildings they still came back a high tech.   Perhaps I needed to wait a bit, but zoning in a different area solved the issue.  

     

    So yeah.  As you said.  Build low tech somewhere and run them for a bit.   Make sure not to be running any secondary schooling such as college or university.   If can, build more than 5 buildings in case they don't all zone up to medium at the same time.

    I had the same issue with the industry rebuilding as high tech.  I zoned the area as residential, then rebuilt the industry.  It came in low tech that way.

    I think my city is slowly dying though.  I had to turn off the uni, and kill the industry to get it to medium, via a community college, now every so often, despite hundreds of open jobs, my residences get abandoned, due to out of money and my med/high wealth areas are being replaced with low wealth as the homeless are all living in the parks!  

     

    Any ideas?

    A few questions:

     

    What does your tax structure look like?

     

    Whats the population and how is the traffic?  Can Sims successfully complete their work cycle?

    Taxes: Res tax 7/8/9, Com falt 10 Industry flat 10.

     

    I've built the city as designed by someone else in a tutorial.  In those vids he never had a traffic problem. In mine I fear I do.  The uni blocks up the major junction and traffic seems to fail to find alternative routes.  I'm also not sure if my streetcars are helping or not!  Is there any easy way to share a city in a private region?  I guess a screen grab?  Which map overlays do you need?
