How do you get rid of criminals living im your city because in my city of about 100k there like 9 crimnals living in high density buildings. Do i need to plop a detective wing or what ?

Doesn't seem to be much rhyme or reason to that right now. Do you have schools in your city? Enough jobs?

Detectives from the precinct will arrest criminals but regular police won't until they commit a crime. They are just there and don't pose a problem or have an affect on the city - until they commit a crime and your regular police will take care of it.
