Is there a mod that removes grass sidewalks from the SAM Dirt Roads?  I know Pegasus has some rural roads that don't have grass sidewalks but I was wondering if there was a way of modifying the SAM ones.

Unfortunately, something like that is insanely difficult, if not, near-impossible to execute and have satisfactory results in the end.

The grass (wealthification) is there because it has to hide the sidewalks. The sidewalks are there because they're an inherent part of the network itself.

Getting rid of wealthification (the textures that contain the grassy parts) would mean you'd have dirt roads with sidewalks instead, so you'd have to remove those as well. But upon removing sidewalks, anything other network in your city that has sidewalks will lose their sidewalks.

Wealthification is dictated by the network textures themselves; There is usually four sets of textures that accompany every network, and they appear depending on what's zoned along the network: one for no zoning, one for low-wealth zoning, one for med-wealth zoning, and one for high-wealth zoning. Sidewalks are completely independent from wealthification, in that it's just a texture that the game slips under the network textures. If sidewalks are removed, the only way to compensate for their disappearance is to integrate sidewalks as part of the wealthification (and there are thousands of textures to go through...).

The only form of zoning that would get away with its sidewalks being gone is agricultural zoning: It uses dirt sidewalks, but when you zone agricultural zoning along a network, the no-zoning network textures are used, and if you use a blank texture for the dirt sidewalks, you get the effect of having no grass textures popping up or any dirt sidewalks popping up either. That's probably the only way you can ever see a network without sidewalks or wealthification and not have any ill effects anywhere else.
