Students and industry are lazy.

Students will go to the closest school to them.

Industry will take the skill set of the closest school graduates near them.

The best thing to do is to CLOSE the elementary and high school.  This will force ALL students to the university. Over time (a few real time hours on speed 2) the skill level of the workers will rise.

Traffic problem with students unable to make it to the high school? Are there enough school buses and bus stops?

Increasing education level requires high attendance, plus a high level of education (universities offer that). Another way is to have libraries dotted around the city, as I think that raises education levels too.

I've closed all my grade schools, they're not needed if you have a high school and university (grade school and high school apparently the same, apart from capacity - although I suppose you could have grade schools spared around the city to better able to spread out the potential traffic congestion). Maximum tech can be had by only having a university in the city, but it needs traffic to the university to be manageable (as school buses don't work for unis).

I still keep a high school in my electronics city to cater for students that can't go to the uni (classes are normally full - I probably should build a second uni, but don't have the space for it).
