Population Stuck at 0

I left a small oil city running overnight while contributing resources to the great works site.  I came back this morning and the game was paused and my city was broke.  I gifted 400k from another city and started bulldozing rubble/abandoned buildings.  When I was done my population was zero and a bunch of high density low wealth residential buildings were being constructed.  The buildings have been complete for 5 sim days now and they all say "vacant residence: for sale" and my population is still at zero.  How can I get people to start moving in again?

Whats your approval rating. When i played some games and did crappy and had my approval rating under 70% i couldnt attract mosquitos let alone some agents.

Check to make sure your connection to the highway is still connected.  If not you wont get any moving vans.

yeah,U prolly demolish part/s of highway connection,cos usually sims moving in even without power/water...

also not sure but  check your resid. taxes,if they are to high with pop. zero they maybe wont move in

I forgot to rebuild my town hall once. That produced some very weird results.
