Park Takeover

I’m having a rather strange problem in my city I believe it is a bug but let me know if you know otherwise.

Many of the parks around my city are becoming the center for crime that is then spilling out into the rest of my city. When I select the park that game tells me that there are too many homeless around while the parks “Visitors Per Day” displays the park as having 0 homeless visitors.

I’m having trouble getting rid of the homeless in my city, no matter how many bus stops I drop they won’t leave the city but when I see the homeless sims from my map they aren’t near the parks and im pretty sure homeless sims don’t commit crimes, don’t they need a house for that?

 

Any help would be greatly appreciated, this problem has me wasting a lot of cash trying to fix.
