Region Commuter Traffic

Is anyone else having trouble getting workers to commute throughout their region? I have a city with about 1600 unemployed workers, but they won't go and take any of the 3000 jobs available in my other city. Meanwhile, the industrial city is complaining about a shortage of workers and keeps screaming at me to build more housing, when there are already unemployed workers in the region.

Yes, in my 5 city region, my first 4 cities have a combined unfilled jobs for $ workers at about 15,000. While my 5th city has about 6,000 unemployed $ workers. But even with 6 train stations only 600 commute out. It is possible that there is some hidden factor that doesn't let them commute. Because, while I was building my 4th city, I had at one time, about 2,500 unemployed and about 2,000 where commuting out.

I really hhope that's an issue and that it will get fixed at some point...
