Ends.

System Specs:

2.8 quad

8GB RAM

(I use software rendering...my video card is a bulldozer to this game)

I've got it set to run on one core so its only reporting 2gb of RAM available which should be enough for this game. Thanks for any help.

This bug is observable and repeatable...every time.

That's a new one.  Did it happen mid-game or right after a launch?  Your system looks OK from the dump.

Was anything else running?  (Shouldn't matter, but ...).

Since your game is from STEAM, is there anything else we need to know?

The dump is showing a branch to location 0.  This is usually a bad pointer.

Try changing the advisors into llamas (CTRL+XdollyllamaCTRL+m).  See if it will do it then.  I'd be tempted to reinstall the game.

Apparently it had something to do with NAM 31. I reverted to NAM 30.1 today. Subsequently all crashes have stopped. I can run the game for several hours, even in large cities of 1mil + with no crashes, all on Windows 8 with very advanced hardware.

I guess you'll have to await V31.1 before trying that again.

I have had that happen a few times, I just chalked it up to either being related to the scrolling or zooming bug (which to me seems like a mass of commands at one time causing utter confusion as many times when I use the mouse scroll wheel to zoom it does the opposite thing at first so I keep having to remind myself to use the zoom buttons), or that maybe whatever I was working on at the moment caused a transit hover glitch either through responding to the advisor pop-up or the subsequent map move.  What ever the case, I just got in the habit of ignoring him and search for the problem later myself if I was so inclined to do so.
