Why cant I get this right?

I am trying to put my residential zoning evenly flat with the board walk like in this pic below.

But I end up doing this

I cant get it right like the top pick. This is very frustrating.

It is very difficult.  You should try PEGs levelling lots.

 

It can be done, but it is very picky.

    The leveling lots really helped. This is what I used. I lowered part of my coast line with the lot and then I flattend my entire city area the same level as my coast line. So now I can begin to build. Thanks for the help.
