Changing from full server to another then changing back.

Ok, so I play on Europe west 2, and it is full as of April 1st. So if I change to a different server, will I have to wait till its open again to change back?

I was under the impression that if a server's "full", you can't join (because it's full) regardless of whether you have a city running on it, but if it's just "busy" then only people with cities running on that server can join it.
