negative power water

in a city with zero population, no buildings, no roads, no zoning, etc etc nothing at all (at leased that i can find) i managed to still have a power and water deficit. and 164 visitors. well okay maybe the visitors are coming to view the Forrest or Godzilla. but with nothing more than the highway entrance and MANY trees why do i have a deficit and how do i rectify it?

 

 

 

 

Edit: after searching the map CM x CM (been doing this for 45 mins ) I found a wire fence, removing it had no effect.
