Cannot build Department of Utilities.

I'm not sure if I bugged my city or what I did, but I built a waste water treatment plant, and a recycling plant.  I then decided to layout my town hall differently by razing it and rebuilding... now I can't upgrade the townhall back to its former glory, and my city is spralling out of control! T_T  I had to build a series of sewer out's to take care fo the sewers, but the town is getting sick.

 

I'm just not sure I can manage the city to get it back so I can build another Department of Utilies!  I am so confused as to what to do or if I discovered some kind of bug.  Any advice would be greatly welcomed.

This is just my theory , I have no idea if game works like that :

 

Do you have less ppl in your city than before ? To build first departament u need 5k ppl , so if u reach 5k, build it and  than your population drops to 4k and you destroy your departament you cannot rebuild till u get 5k again.

 

As I said that just a wild guess, but meybe it will work.

    I'm sure that was part of it, but after getting my first available upgrade, I could no longer select Department of Utilities, it had a "not approved" across it for some reason.  I ended up restarting the two because I couldn't get the ridiculous ground pollution under control.  (If anyone knows a way to undo ground pollution, I would love to know for future reference).

     

    I am more carefully planing my City Hall in the future.  My new City has been much smoother.

    Plant trees to get rid of ground pollution. They will disapear after a while if ground is highly polluted but in the process they will reduce pollution, so you just need to plant them few times to clean ground.
