Dealing with crime

Something seems wrong in my city with crime. This is the same city I'm having hazmat fire problems in: 

 

I currently have 166 criminals/day, all local. 47 arrests, 2 crimes at this point. This has been slowly building from 72 criminals/day, when it was 0 or 1 crimes per day. 2 full cop shops keeping the peace.

 

0 unemployment, 0 homelessness. But also no education. I'm thinking at this point the lack of education is what's causing all the crime and fires? Is this the game forcing you to get education even though I have all low wealth?

 

I just went into the red to get a precinct with 4 detectives, luckily I have money transferred from my main city. But any tips are still appreciated.

Yeah, build schools ASAP.. More educated your sims are, less likely they are to cause fires, get sick or turn into criminals.. "Just like in the real world..."
