InterCity utilities and gifting

Hello

 

I am currently playing in a region with my friend, and we agreed that I took care of the utilities, and he took care of something else. We're playing on the Whitewater map

 

 

Now I ran into a problem, because we currently have 4 cities in total (all connected by road), and I wanted to start a new city, so I did, and I wanted to buy the services of my utilities city, but even tough they are located right next to eachother. (Utilitiy city 4, and new city 5).

 

So, then I build my own utilities, even tough the city 4 have the capasity to supply all the cities with power, and more. (Fully upgraded 1st gen Nuclear Powerplant with 600 mW excess.)

 

I also tried to send some money to city 5, but I never recieved them on city 4.

 

Do you have any ideas how I can fix this?
