Crime glitch

While preparing for SC5,I wanted to try out the Crime glitch,where you zoom in and see a crime commitment,but whenever I go on the first day of the month,whenever I zoom in,there is nothing.But it really happened to me sometimes:Once I saw a criminal pushing an old lady on the Assault icon,then I saw two guys fighting on the Fighting icon.But the worst part is that they only last for a second!

 

In one of the Easter eggs topics,I read abaut how people see this often and how they can ARREST the commiter?

 

I dont konw how they can see it more often,and how they can arrest them?It turns out that it lasts longer!

 

But the wierdest part is that I once saw two completly different police cars chasing down a robbery white van near A51!

It last longer,but I forgot to take a screenshot!

 

Can someone please explain this to me?
