Help city bankrupt ?

So im trying to figure out what potential my cities have to get profitable. I actually have two bankrupt cities due to lack of planning. Anyway both cities have mining specializations but i dont have smelters . I have a recycling plant in one . I have high tech in the other city.

Shut down the services and export everything you have. You will be set once you get a smelter going; I have a city that runs huge deficits in the budget but still makes money hand over fist because the price of metal is so high.

I took your advice and turned off services in the high tech slash mining city and is not bmkrupt. The other i completely destroyed and now im working on upgrding the HQ to get smelters.
