Rush Hour not seeing sim city 4 already installed

Title says it all, Iv installed simcity 4 and when trying to install rush hour it says i need to install simcity 4.

Im on windows 7 64bit home edition, 4 cores, SSD.

 

Iv tryed restarting my computer and iv loaded up simcity 4 to check it installed correctly and it ran just fine so im not sure why the Rush Hour installer cant see it.

 

My google searchs come up with nothing of help :[

 

After the latest let down from EA and no plans for a actull simcity 5 in sight i just want to play a bit of simcity 4 with rush hour expansion to feel better lol

Is SC4 installed into the normal location?  (C:\Program Files x86\Maxis\SimCity 4)

Yes, iv tryed to reinstall into a new location to see if that makes a change but the install normally crashs when i try so its in the default location now.

Going out on a limb here...and not trying to accuse you of anything...but where did you buy your copy of SC4?  Just want to be sure you aren't trying to install a pirated copy of it.

I had this ages ago when I bought rush hour from a market, the box seemed legit, CD was a copy the installation screen shows up just fine but it doesn't locate the original. 

 

of course I have bought multiple legit copies since then but I still remember that incident.

Never buy a second-hand game.  You don't know whether it is original or a hacked copy.  It isn't as if we are talking all the money in the world for the digital download from Amazon or Gamersgate.  No disks, no patches needed, ready to run.
