When your city starts to go into the negative and you taxed the rich people so much they start moving out, what Simquestration cuts and services do you start shutting off and why?

I shut off the cops for 12 hours... Didn't notice any major changes... Almost forgot to turn them back on

Cops / fire / health. Basically anything to get on track. I have a few cities I run a negative every month but they profit from exports or whatever else so it's not a big concern.

I didnt even have any mansions in my city till i had about 110,000 people..by then the map was so full the only rich people were clustered around the mayors mansion. Which is so OP its crazy..

I'm guessing your Casino is one of the upgraded versions (Sleek, Sci-fi, Elegant), and it's probably losing money because those require a large wealthy population, which you drove out of town with your high taxes.
