I played yesterday, Today, they are having more trouble with their servers, therefore there will be no updates for the picture until EA whips the servers into shape.

Do you have any SC4 journals? In the downtime ( literal for SimCity 2013) you could work on those.

Still, it is great that you have an SC 2013 journal. I guessed that the first would appear Wednesday.
