No Commuting Workers?

Anyone else having problems with workers not commuting between cities in the region?

 

I currently have one city composed entirely of residential and
commercial, and a second city composed entirely of industry.  The
industry city had residential buildings at one point, but I removed them
all as I thought the workers would commute.  I've provided a bus
terminal and park and rides, but I still have no workers commuting.
 
The other annoying problem I'm running into is that I am unable to build a
train station in the industry city, as it tells me a department of
transportation is required in the region, even though there is one built
in my main city along with a train station.

Don't know about that. The Department of Safety upgrade immediately unlocked upgrades in both cities. Still can't build a train station.

Its a server issue. Hell right now the server is convinced the region as a population of 60K...when my city clearly says 95K all by itself and there are 3 other cities in the area with 9-10K each.
