Industry Tech Level

Just curious whether anyone has really figured some things out regarding this...

I know that industry tech level is supposed to increase with the education level of your sims... but that's all I know.

So the question is, is it based off the education level of the residents in the city with the industry? Or is it based off the tech level of the workers actually working in the industry? Or is there something besides purely resident education level that influences the tech level of industry?

Let's say I have 1,000 residents and 10,000 industrial jobs. I also have no schools at all in my city. Now, I know that my residents can commute for education, and suppose they're doing that. But primarily, the bulk of those 10,000 jobs are being filled from a neighboring city that has plenty of school (all the way through a University), and the neighbor is getting solar panels on the residential buildings. And the neighbor's highly educating residents are filling 90% of my factory jobs. Should the tech level of my industry be increasing?

So far, I haven't been able to get my industry tech level increasing with any sort of commuter workforce set up at all, and I'm not sure if this is intentional, a bug, or just more of the region-level server lag that's not quite ironed out yet. Anyone know?

Tech level of industries is dependant on nearby community colleges and universities. If a neighbor has a university and his educated sims are working in your factories, I believe that your factories will uptech though I am uncertain.
