Hello, first of all, sorry for my english, it's not my native language after all.

Well, I play simcity 4 but it is too difficult for me. I want to know if there is any mod that removes air and water pollution and another mod that makes the services (hospitals, police stations, etc) have a global range and/or a very larger capacity. I'm talking about non realistic mods that makes the game super easy. Thank you very much.

I suggest you to not downloading any mod. Yes, no mod, not even one.

This game is designed to be quite hard and frustrating at first, but then, it will be easier and easier when you know more things about the game and feel more familiar with it. It will probably takes 1-3 months until the time when you master it.

The only thing I can do right now is giving you a trick to save as much as possible money with everyone is happy. Try the microbudget trick, reduce the cost of all health, education, and utilities building until the capacity can be handled by the facility is just a bit above the used capacity.

    Example :

A hospital's max. capacity is 4,000, the cost is $400, and the used capacity is 30. You can reduce the cost from $400 to $4, because at this moment, the hospital can handle 40, and it still above the used capacity, So, everyone is happy, all facilities are well-paid, and you are not losing too much money, right ? Also reduce the ambulance and bus driver cost, reduce all school bus driver cost to $25, and all hospitals to $25-$40. Pay them $100 is just wasting money.

And a fire station is enough, only plop a police station if the citizens ask you to make one. Don't waste your money for the city beautification, just plop them when you need them and they are affordable. You can also legalizing gambling to get extra $100 monthly and don't check any other ordinances if your city can't afford them, simply make what is needed and affordable for your city, don't force your city to has everything if it can't afford many things.

And the another thing I can say is about maximizing income without causing any desirability or demand problem, don't plop the business deal buildings, or if you want to, plop it very far away from any civilization. And make sure that your city's tax setting is balanced, be good and fair to everyone. Also don't tax everyone more than 9.0%, it will discouraging immigrants to live in your new city

And for the last words, I'm just suggesting you to be patience. This is the most important key of this game. If you build your city in a hurry, believe me, you will fail. Just make it slowly, take some time, and you will get a more satisfying result.
