Sir, your game's version should be 1,1,640. 1,1,640 is the fully patched version, 1,1,638 is the version with only one patch, the EP1-Update1. I suggest you to download the BAT update as well, because if you don't have this one, all nightlights will not showing up.

I have installed everything you suggested will check night lighting, but out of curiosity tried opening the BAT tool and got the error saying....

"GMAXLOC Environment Variable Not Found" not sure what this means, will this affect the nightlighting?.

    1. You do not need the BAT tool.

    2. The patch on that page for 1,1,640 must be installed to get night lights. You'll know it is installed when your version becomes 1,1,640.

    3. You cannot run the BAT tool without gmax pre-installed and activated. gmax is available from TurboSquid.

    4. If you install gmax, you must then re-install the BAT tool.

As Nonny said, you don't really need the BAT. Scroll down, the link to the BAT Update is below the link to the BAT program. Btw, if you also interested in making BATs for the game, maybe you can install BAT as well (gmax must be installed first, though).

however when i try to do that it keeps saying "Please enter English characters only." and wont let me create an account on the gmax site. :(

So, which one is your problem now ? The BAT Update or the gmax ?

If gmax is your problem, I can't say anything else than saying I think it is strange if turbosquid won't let you to create an account, and because of a nonsensical reason. Btw, actually, you don''t really need an account to just download the file, are you sure if you already click the marked button ?

That variable is installed when you actually run gmax. Just registering it doesn't do the job. Open gmax, make a simple figure, save it, quit, and then try the BAT. Failing that, try putting the full path of gmax in that variable manually.

I suggest you to take some time, usually it takes a game month to make the game recognize a new building. But, if that is not the case, I only able to suggest you to make sure that all buildings are powered. Otherwise, I think the only answer for this one is the creator didn't make the nightlight for the building. As I know, there is no way out for this one, except if you are mastering ilive's reader
