restocking plug ins- need low occupancy houses

Hi

I'm redoing my whole plug in list for the new laptop I got, had far too much random stuff collected over the years. I'm trying to have a slim range of residential. I downloaded a series of UK row houses from sc4devotion. Using the stop maxis plug in no res is growing. My guess is those houses probably hold 30 people, like many unrealistic residential bats. I've downloaded a few other houses that have low occupancy and are of all wealth levels but nothing is growing.

Can anyone direct me to a set of houses that will start the initial growth spurt. Using the maximum demand plug ins things shoot past and all the mid and high residential I've installed grow fine. That plug in just skews the game too much to use regularly .
