    How can i get my sims to go to another region for jobs so i can cut back on industry im my city

    You can get them to go to adjacent city tiles (but not a whole other region, i.e. they can't go from Timbuktu to Berlin) by making neighbor connections. The game's Rush Hour tutorial will walk you through this.
