    What would be the possible reasons that alot of medium and low wealth residential and alot of high wealth commercial service only develop and no high wealth residential or high wealth commercial office with only a bit of medium wealth co?

    High wealth commercial does not exactly correlate to high wealth and will support medium wealth people as well. Also, high wealth residential and commercial office have stricter standards for desirability, what are your educational, health and park facilities like ?
