Need help with making a mod that crashes

    When I try to lower the maintenace cost for roads, streets, pipe, power lines to 0. The game crahes to the destop when I try to place any of these:

    roads

    streets

    pipe

    power lines

    I have create a mod but my problem is how do I add expemlars to my mod to edit them, so please let me know?
