    how can I make my own ordinance in Sim City 4?? is there any easy tool to do so??

    No, there isn't an easy tool. The only thing I can think of is editing some LUA code in the Reader, but I have no idea how to do that. All I know is that you can't make new ordinances without sacrificing one. That part is being hard-coded.

    Read the Readme or drown in bugs and glitches; the choice is yours...

    While Maxis allocated IIDs for a whole ton of different ordinances, only the ones in the retail release will actually be loaded by the game (I've tried implementing the Public Access Cable ordinance myself to no avail).

    If you want to create your own ordinance, you need to override an old one. A good target would be the Carpool Incentive Ordinance since it does nothing.
