Is the mod I downloaded working?

I downloaded a popular "clean air act plus 65% pollution reduction" - I copied the file to the plug ins folder within simcity4 - Now how do I tell if the mod is working? There was a small reduction in air pollution upon reloading the game.....but how do I know if this is from the mod or just the normal clean air act ordinance? So sorry if this was already asked some where else, but I searched without much luck. Thanks.

I'm not sure because I haven't used it perhaps you should make a test city fill it up with I-D (dirty Industry) and see if it makes a difference or run your city for about a year with the pollution data on and see if it works. These are just my ideas on how to make it work. Good luck
