any opinions on the best way to handle garbage?

i have a couple of cities starting to get up into the 100,000+ population range and garbage is becoming an issue. the waste-to-power plant is overloaded, recycling plants don't eliminate the problem, and neighborhood deals are ineffective.

are landfills the only effective way to deal with garbage in a larger city? i've never really had a successful landfill. they always seem to take up too much area for how much garbage they can hold. i feel like in this size city i'd need a 10x10 block for all the garbage. and i'm not a fan of losing that real estate for obvious reasons.

also, can someone explain the "neighbor deal" screen? the export rate goes up to 125 or something like that, but it isn't really specific what that means. is that tons/month? when enacting or cancelling the deal it doesn't seem to affect either the usage or capacity by 125 tons.

This is what I do. I have one central garbage city. This city has a huge landfill. (not that big, but bigger than 10x10) I use neighbor deals with all of the other cities to put the trash in that one city. I usually make the garbage city a dirty industrial city or a rural farming town.

There are some mods you can download that eliminate garbage, even turn garbage into, I don't know, gold? (Metaphor). Some would say that method is cheating, but whatever floats your boat. If realism is what you're going for then I would suggest the large landfill idea. I mean, in real life that's how they do it. Where I used to live we have a huge landfill, so large we called it Mt. Rumpke and it even had a flag on top of it.

I'd opt for the more eco-friendly option: Waste to Energy, using a low-pollution WTE lot. Overkill, but it also works, especially if you wanna defile the RL ideals and go for a completely green city.

But whatever you want to do if fine.

D\L the Super Waste to energy Plant.

Turn off the Garbage related ordinances, Paper recycling etc. Also helps to get rid of any recycling depots as they divert garbage that the plants can use. Later on, once you have the trash more or less balanced out, you can re-introduce depots to get rid of any minor trash buildup once the W2E plants capacity is maximized. This is a very effective way to save money too, as paper recycling tends to get very costly as as cities pop. grows. Trash-pre sort is set @ $50 for some reason and tire recycling is way too cheap too, but forgoing paper ordinance and burning it for fuel is a win\win

Just a few of these can take care of most trash easily, and as a added bonus, you can sell any excess power to surrounding tiles. I also use

For smaller cities, or to fill in gaps.

W2E plants need to be monitored to insure they have an adequate supply of 'fuel' (trash) if the plant is burning too little, power out drops off and trash builds. Surrounding tiles with excess trash can send garbage if your W2E plants are running below capacity. Turn around and sell any surplus power to the surrounding areas. If balanced correctly, you can save lots of money on power plants you dont need to buy. But Imo, if you dont like cheats, W2E is the best way to handle trash.

PEG garbage chute. Gets rid of garbage with minimal space. Might be considered cheating though.

Or, you could use the unrealistic, but super efficient lot by ghsmails. It has a capacity of 5,000,000 tons (basically unlimited; you only need one), so it could also be considered "cheating," but hey, SC4 is a game. ;)
