Demand won't go up

I'm not familiar with the radical Ordinance, but what type of demand are you trying to increase? Commercial/Industrial/Residential? And what level of these as in low/medium/high wealth?

Reidential : Do you have parks, Farmers Market, minor/major stadium, Tourist Trap, Stock Exchange (for High wealth)

Commercial Office : Convention Ctr, TV Studio, University

Commercial : Airport

Industrial High Tech: Advanced Research Bureau, University

Can you see the demand bars high? Did you select the ordinance in the ordinances? :???:

That is one kind of cheat of which I have doubts. Demand is not a big deal. Look at it as available building permits. To increase R add more C and I. To increase C and/or I, add more R. Don't get excited if the lots don't build right away. To adjust demand, play with your taxes. Works for me.
