You'd also need to create an "English" folder in the game's install directory (usually C:\Program Files\Maxis\SimCity 4 Deluxe), and copy the SimCityLocale.dat file over from your "UKEnglsh" folder that's already in there.

There's actually an easier (but less well-known way) to switch drive sides without having to mess with the registry--modifying the game's shortcut. There's a post by smoncrie over at SimCity 4 Devotion that details this approach:

Just reverse the directions, and use the line "-l: English" in place of "-l: UK English" and you should be alright.

That's odd. Mine is set up exactly the way described, and I have no issue. My game is RHD by default, but I have a separate shortcut for LHD (mainly as being a mod developer, I need it for testing).

My Program Files\Maxis\SimCity 4 Deluxe folder has this structure:

As you can see, both the English and UKEnglsh folders co-exist. Both have the SimCityLocale.dat file contained within them (without that, you'll have serious problems). The game doesn't care if both folders exist in your game directory, as the game just looks wherever the registry (or a shortcut) are pointing for language.
