I want my largest city; which is in the center of the region; to be the central hub for my entire region. The city is also on the largest building plot you can build on and takes up well over half the space your given, the other percentage is water. What can i do to make this happen? One other thing, i place a zone for construction such as medium wealth business which is in high demand and nothing is ever built. Help me out if you can please. The city is well over 200,000 also so i dont understand why the city size is so underdetermined.

How many other towns or small cities do you have built around your main city? In order to see high & meduim buildings you need to have not just the basics, like water, police, fire departments near your districts but also a demand from neighboring towns as well. Check in your ordinaces and make sure you have certain ones checked off , example: Sprinklers in tall buildings

Otherwise, you might not see any tall buildings grow. There are other factors too that may inhibit your sims from putting up those buildings.
