Commuting problems

    I have a city, 10k inhabitants(mostly $$), 4k commercial(mostly $$/$$$) and 4k industrial(I-M and I-Ag).

    For some reason some(500 commuters) inhabitants prefer to commute to the neighboring city despite that city having a lack of jobs, while there are alot of I-M with only freight trucks on the route query. Most travel by rail and have "short" commute.

    Other details:

    - High R$$ demand

    - I'm using SPAM, for its supposed function and its appearance

    - Little CO$$ and no CO$$$ demand

    - Little I-HT demand and some I-M demand

    I'm concerned that SPAM is a cause as it employs way more people than it should employ.

    I use SPAM and have for some time. I don't find it to be a cause of problems. Let the city run for a while. Try putting some 1 x 1 low density residential along the edges of your farms if you haven't. I always set up little farming villages because that's what you get in the real world. People don't commute to the city to work on farms.
