Need advice on getting high $$$co demand

I have 50k commercial jobs in my city. 20k of them are $$$co and 20k $$co jobs. 12k hitech jobs. City Population is 135k total, with 18k being $$$ and 60k being $$. Around 12k manufacturing jobs. I have everyone well educated police, fire stations all over. International airport, the convention center and stock exchange, movie studios etc. I have it all. Anyone know what the deal is?

Another question. Is it normal to have very little commercial service jobs? $, $$ and $$$cs all are below 5k jobs. My taxes are at 8% for $$cs and $$cs but 9% for $cs. And 7% for $$$/$$co jobs.

What is the deal?. The number of jobs you have is normal for your population (remember, workforce is only a portion of population). If you want more jobs, your city needs to get bigger and you need to develop the surrounding region as well.

I'm saying that sky scrapers are not appearing. I have 1 stage 8 called Chong Inc but the building doesnt seem to be to tall.

A picture would help in this case. There are so many reasons for skyscrapers not to appear that it's not possible to help from you've told us alone. If you have too many medium density zones, the demand will just spread out into a bunch of medium-sized office buildings instead of forming skyscrapers. If you have too much garbage, development might stall. If you don't have enough traffic, development might stall. If you don't have enough plazas, development might stall.

And last that I heard, the requirement for CO$$$ skyscrapers to develop is that you need 45,000 jobs in the CO$$$ category.

Yes, I would love to see a picture of your city as well, especially how and where you put your commercial zones! (Among the residents? Or separately? Something else?) Do they get good traffic thru them? What about Land Value? (I could keep this up for pages, lol)
