Few Clients on commercial zone

Building my city, I noticed that the commercial zone have a few clients.

Now I ask:

1. Is there a way to increase customers in commercial areas? maybe putting them in a certain way to those residential customers? which one? tricks?

2. It may be the desirability of the area which reduces the customers?

3. Customers in some way modify the monthly income? or what else changed? solutions?

You need a high population in your city and neighbor city to get some traffic going in the region.

Roads and/or Avenues usually influence commercial areas to grow (In my experience that's been the case)

But, you can always build houses around the commercial area and then they'll grow (There needs to be a demand for them first)
