This graph shows how many of each developer type exists in your city over time. It shows the number of Residents, as well as Commercial / Industrial jobs per wealth type. In SimCity 4, different wealth types are controlled differently, as opposed to previous versions of SimCity, where all wealth types were controlled the same (e.g. in SC4 you can set tax rates differently for different wealth types of Residents). This is why there are all the different selections (like R$, R$$, and R$$$); they all represent a different developer type population.

I don't think it equals how many are employed in your commercial / industrial zones, just how much jobs there are in those zones, and thus this graph would represent the maximum possible employment. It does however match how many sims live in your city.

One of the key items in this graph is that you can turn some lines off and see what developer types you need to see.

One of the things to keep in mind is that there needs to be a ratio of about 2 Sims for every job. If you want better statistics you should use one of the census repositories from the STEX or the LEX. You may find you are looking at too much information. This one is brief.
