Question 1: You can download mods from the Simtropolis Exchange (STEX) or the BSC File Exchange (LEX) (Both require an account) These are the largest and most well-known places to download mods and custom content, but there are many other sites, such as SimCityKurier, Capital SimCity, and Tout SimCities.

Question 2: All mods and custom content should be extracted to your My Documents/SimCity 4/Plugins folder. Some custom content comes with an installer to automatically put it in the right place. (This is mostly the case on the LEX.)

Question 3: It's all personal preference. There are some mods that are widely-used and considered to be "vital" however. These include the NAM (Network Addon Mod) and RHW (Real Highway Mod). Here is a list of the Top Ten Mod Suggestions by Livin In Sim, as well.

    Hope this helps! :)

You need to pay close attention to the download pages. Some of them specify dependencies which you must also download unless you already have them. This is the concept of object reusability, where the dependencies are usually props and sometimes textures. If they are not present you may get some funny results up to and including "brown paper packages tied up with string" which indicate a missing building model.

You should keep your downloaded .zip files in a separate downloads structure on your system away from the game so that you can always recover the plugin and/or update it at need. Some plugins get updated regularly (NAM for example).

You also need to test each new one with your existing ones in a sandbox region to make sure they work together. Some don't. Because of the vast number of them, each user has to test his own selection. If you don't test and get a bad one, you will have to search for it. A method of search is given in the Bugs and Technical Issues forum.

To answer your questions, plugins are available universally once you have loaded them into your Plugins structure.
