Neighbour deal minimums

    Tried searching for answer here but found nothing...

    So, my problem is that I have several small rural towns that don't use up much electricity or water, but they still need it. Buying the minimum 1000 MWh or 1000 m3 per month from neighbour city won't do because there would be so much excess and it would also ruin up the budget.

    One solution is to build more plants in the small town in order to produce enough power or water to sell (at least 1000 units + own needs), but that doesn't make much sense either.

    So, my question here is: is it possible to lower the deals' minimum 1000 units per month to a lower value?
