That is a prop pack. A prop pack is a set of items to be used in the lot editor. They don't influence the game. If you want a tutorial on how to use them in the lot editor, here is a tutorial.

Those are prop files; they are the same thing as the swing sets and trees that appear on lots that grow in your city. You have to put them on a lot in the Lot Editor to see them. They aren't vehicle files; you won't be able to drive them or see them driving on your streets.

You can't! This is a special developmemt task, requiring modifying a texture (also known as "reskinning"); if you want to change the shape of the bus too, you also need some 3D modelling.
