Problem with downloaded buildings!

1) I've downloaded some buildings for my cities, in Sim City.

2) I've put them in "Documents/Sim City 4/Plugins"

3) I opened my city and I've placed the downloaded buildings

But there is a PROBLEM: it appears only the parking area with people and there isn't the building!!!

How should I do???

It sounds like to me you haven’t installed any plugins required for the building to function, on the download page was the any info stating that a plugin(s) was required for the building.

Sounds like those lots have dependencies (other files you need to have to use the lot). Check any read-me which came with the downloads or the description for the lots.
