Making the game fullscreen

I got a new computer with Windows 7 on it, for Christmas. Its a Toshiba Satellite. The game runs great, however I'm getting black bars on either side of the game, like it's in windowed mode. How do I make the game full screen, thus elimiating the black bars.

EDIT: To clarify, the game starts in full screen mode, covering the desktop. However once the title screen and region view come up, there are thick black bars on either side of the screen.

It doesn't sound like you are in windowed mode, but need to use a custom resolution. See this for more information. Also, to make sure you're not in window mode, you can add an "-f" to the string of characters.
