Region Commuting

    Greetings!

I might be in a need of advice. I started a region where I wanted to have my industry rather separated from the city core itself. The region configuration is like this:

    Region

First I started city 1 along with city 2 to provide the industries and everything seemed fine. People from 1 were commuting to 2 and both cities were growing and both were very profitable (in fact they still are). Then I added city 3, which is to be the supposed core of my region, so I again did not want any industries and I created city 4 to provide industrial zones. However this time, it seems no commuters (or very little number of them) are commuting to the city.

The City 4 had and still have large demand for industries, so I zoned them and they were built and instantly occupied with jobs. But this did not seem to have any effect on the need for industries in City 3 and still no commuters were going between cities (very little cars and no trains despite the railroads built). So I built city no. 5 to try it on another site, but with the same effect: Still no commuting.

The last thig I tried was to build industries on site in city 3 - this indeed lowered the demand for them, but now it seems there is very low demand for *any* zones. I do not really know what to do with this situation. I thought it might be because the city is connected to the prosperous city no.1 so there seems to be no demand for zones that can be found in there (commercial and residential) but it does not make much sense to me anyway... It is probably a probelm of region-wide balance and I might be overlooking something, so if someone have some advice I would welcome it indeed!

Just as a technical note, I use NAM but no other major gameplay-altering mod.

    Thanks!

First thing to note, demand is shared amongst all connected cities in a region. Second thing, as long as your sims have jobs, it isn't important if you have industry without workers (commercial likes busy streets so they will suffer a hit in desirability); jobs do not need workers in Sim City.

Now, an issue that may be affecting your industrial jobs commuters for city 4 could be distance. If those are large tiles, then that may be too long of a distance for your sims to consider worth it.

To exclude a class for a given city set the tax rate to 20$. If you do this across the board for industrial, it will drop the industrial demand. However, I suggest keeping I-HT, as these need short commuting times.
