Try using this as a shortcut:

"C:\Program Files\Maxis\SimCity 4\Apps\SimCity 4.exe" -w -CustomResolution:enabled -r1440x900x32

Note the -w, which stands for windowed, as in windowed mode.

Are you sure this resolution is supported? I noticed myself that I could not just pick and choose what size I wanted the SimCity 4 window to be, it had to coorespond with a resolution I could set my monitor to. If you have a slider or something in the display settings that let's you choose a resolution, I believe that the SimCity 4 window must be one of those sizes. The most common are 1600x900, 1280x1024, and so on.

ok, i chekced my display settings, and changed it to 1280x800, and it worked... sorta. the game takes up the whole screen now, but for some reason the windows taskbar is still visible, over the game. So the bottom inch or so of the game i cant get to. I tried getting rid of the "-w", but that didnt change anything. any ideas?

change "-w" to "-F"........... that mean from windowed to Full screen. That should works.

This keeps coming up. The important thing is to not try to set a window size with this option. I think it is only useful as a full screen option. I am running currently at 1920 x 1080 and things are just fine. This is a DVI screen, and the game doesn't even hiccup. 24" monitors are handy, but the GUI is still small, and the menus like tiny postage stamps. I have to use a magnifier sometimes to see what is in them.
