Look at the NWM. This has the Network Addon Mod as a prerequisite, which means you must have rush hour/deluxe updated to at least build level 638.

Just having the NAM doesn't provide the multi-laned roads. As mentioned, you can get the Network Widening Mod (NWM). It will provide a variety of additional roads and avenues.

If you're intersted in additional highways widths, you might check out the Real Highway Mod (RHW).

Yes, but this is a leisure time activity. Take your time, do it right the first time, and don't rush. Running in Cheetah mode (high gear) will eventually overrun your ability to cope. Slow down a step (or two) and enjoy the animation. It is quite good.
